“The need to construct a general framework for the assessment of ethical issues in computer technology, and for developing procedures for implementing the framework and assessments in practice, I take to be established. What the framework and procedures should look like, how they operate to guide action, and the scope of their validity and applicability are open questions. There are of course myriad other questions, but the ones I have just indicated are central because they suggest theory, action and justification as categories for the organization of inquiry. In what follows, I want to address interests under all three categories by sketching of a framework for assessment, suggesting some procedures for practical applications, and settling a central issue of justification.”
