“. . . this paper would focus on a specific question. At a time of development of self-regulation, are there not ethical issues which must escape self-regulation for the sake of democracy, or, if self-regulation is inevitable, is it not a specific way to develop it in order to preserve the major assets of democracy? We share both perspectives: there are issues which must be governed by public authorities – the claim for public policies about the National Information Infrastructure (NII) is a good example -and self-regulation must be developed with the participation, as large as possible, of the people concerned – which is a request of democracy.”
